Andrew Selous (South West Bedfordshire) (Con): Can the Minister assure the House that, as far as the Department for Transport is concerned, “emissions” refers both to carbon and to air quality emissions, such as nitrogen oxide and small particulate matter, and that they are fully addressed together within the Department?

The Parliamentary Under-Secretary of State for Transport (Jesse Norman): Yes, I can give my hon. Friend that assurance. Of course, DEFRA is the lead agency within Government on emissions. Only on Monday we put the Renewable Transport Fuel Obligation on the statute book. The obligation specifically balances the two sides of that equation.
