Peter Dowd (Bootle) (Lab):...The then chief constable of Scotland,
Sir Stephen House, when he testified to the Justice Committee of
the Scottish Parliament last year, said that he was bewildered by
the fact that the Scottish police force was the only police force
charged VAT, as none of the 43 police forces pay VAT, and neither
does the Police Service of Northern Ireland or the National
