Alan Brown (Kilmarnock and Loudoun) (SNP): My constituent, Mr
McDonald, is a Falklands veteran who has stayed in the UK for 55
years. He has also served in the Territorial Army. His dad, born in
Greenock, was a captain in the Navy, but because Mr McDonald was
born in South Africa, he does not have a birth certificate and he
has not been able to get one. With no birth certificate, he is not
deemed worthy of a passport. As he says, it is hurtful that the
