Tomorrow, on Wednesday 1 July, the House of
Lords International Relations and Defence Committee will hold an
evidence session examining the growing role non-Western rising
powers are playing in shaping the multilateral system.
The session will start at 11.30am and can be watched live
or on demand at Parliament
TV or in person inCommittee Room 2, Palace
of Westminster.
Giving evidence will be:

Moazzam Malik, Former UK Ambassador to
Indonesia and Timor-Leste; and

Dr Oliver Stuenkel, Senior Fellow, Carnegie
Endowment for International Peace
Questions will include:
- To what extent are fears that non-Western rising powers will
gravitate towards China well-founded? Has China been successful
in courting their influence via multilateral engagement?
- To what extent are non-Western rising powers pushing back
against the liberal elements of Western multilateralism? How
important should liberal values be when the UK is engaging with
non-Western states who may not share them?
- We are seeing the emergence of multilateral groupings that
are primarily comprised of non-Western rising powers, the most
notable of which is BRICS+. Do such organisations represent a
challenge to the more traditional multilateral structures, the
UK's established networks and ways of working? Or are they an
opportunity for UK engagement?
- Does the UK possess the strategy, capabilities and expertise
to successfully engage with non-Western rising powers within
multilateral fora?
