Can fiscal devolution be successful without revenue-varying powers and the ability to borrow?

At 3pm on Tuesday 30 June the House of Lords Economic Affairs Committee will hear evidence from:

• Dr. Jonathan Carr-West, Chief Executive, Local Government Information Unit
• Thomas Pope, Chief Economist, Institute for Government.

They will be giving evidence to the committee's inquiry on fiscal devolution in England.

This evidence session, which is open to the public, will be held in Committee Room 2 of the House of Lords. It will also be streamed live and on demand on Parliament TV.

Questions the committee is likely to cover in this session include:

• Would witnesses consider the empowerment of local politicians alone be sufficient to warrant devolution if the case for growth remains uncertain?
• Do we need to distinguish between services where we want consistent provision across England and those where we are comfortable with variation?
• What should be the guiding principles when deciding which taxes to assign or to devolve to local areas?
• Given the need to promote incentives to grow whilst minimising inequalities, what form should an equalisation mechanism take under English devolution?
• What powers and responsibilities should rest with the different tiers and types of government as outlined by the English Devolution Act?
