Overseas Territories representatives to give evidence on joint declaration

Tomorrow the House of Lords Constitution Committee will hear from representatives of Overseas Territories as part of its inquiry reviewing the UK – Overseas Territories Joint Declaration.  

Giving evidence will be: 

• Chris Carnegy, UK Representative for Tristan da Cunha 

• Richard Hyslop, UK Representative for the Falkland Islands Government  

• Dr Rebecca Cairns-Wicks, MBE, Chief Minister of St Helena  

Themes the session is likely to cover include: 

• The key issues facing the respective territories 

• The impact of the agreement of the joint declaration and the extent to which commitments have been delivered 

• Engagement with the UK Government, at both ministerial and official level, and any challenges faced.  

The session will take place on Wednesday 25 February 2026 at 10:30am and can be followed live on Parliament TV.
