Written statement (Wales) on Learner Travel Operational Guidance Consultation – Summary Report - Feb 19

Ken Skates, Cabinet Secretary for Transport & North Wales: Today the Welsh Government is publishing a report summarising the responses to the public consultation on the revised Learner Travel Operational Guidance. The consultation was launched on 11 June and closed on 28 November 2025.

This consultation invited views on the draft second edition of the Learner Travel Operational Guidance. A total number of 283 responses were received online and a further 28 were received via email giving a total of 311 responses. All responses have now been reviewed. The report summarises the responses received in the consultation and our proposed next steps.
