The House of Lords Industry and Regulators Committee continues
its inquiry into the relationship between regulators and economic
growth by hearing from two witnesses who have recently led
regulatory reviews: Dan Corry, who reviewed the regulatory
landscape of the Department of Environment and Rural Affairs
(Defra) and John Fingleton, who led the Nuclear Regulatory
Taskforce.
The session will begin at 10.30am on Tuesday 3 February
2026 and can be followed live or afterwards on Parliament
TV or in person in Committee Room 1, Palace
of Westminster.
The Committee will hear from:
- John Fingleton CBE,
Chair, Fingleton;
- Dan Corry OBE,
Non-Executive Director, Department for Environment, Food and
Rural Affairs;
- Rebecca Shrubsole,
Director for Ministerial, Growth & Resilience, Department
for Environment, Food and Rural Affairs.
Members are expected to ask questions on:
- the value of independent and sector-wide regulatory reviews
such as those they have undertaken;
- regulators' understanding of how their work affects growth;
- steps the Government should take to effect change in a
regulatory system and move the dial on regulator behaviour;
- regulators' approaches to risk;
- regulators' coordination to manage relationships and simplify
decision-making
- legislative change needed to allow for a more flexible,
outcomes-based approach to regulation;
- resources, technical knowledge and culture change needed for
open flexible ways to regulate;
- progress on implementing review recommendations.
