The Prime Minister opened Cabinet by welcoming the new Transport
Secretary and the Minister of State for the Cabinet Office. The
Prime Minister also paid tribute to the work of the current
Cabinet Secretary, , thanking him for his
dedication and service over the past four years and acknowledging
how he had served two sovereigns, four Prime Ministers and more
than 120 Cabinet Ministers.
The Leaders of the Commons and Lords updated on the upcoming
legislation in Parliament including the Great British Energy
Bill, Football Governance Bill, Water (Special Measures) Bill,
and Terrorism (Protection of Premises) Bill.
The Prime Minister then turned to the Plan for Change, which will
be published on Thursday, and reflects the determination of this
Government to deliver on the priorities of working people. He
said the Plan for Change would focus Government delivery on a
clear set of priorities and reflect this Government's intention
to do things differently, working with partners in business and
communities to deliver on the public's priorities. He said these
priorities would inform the next stage of the Spending Review
process and require clear focus on reform, including utilising AI
and technology.
The Chancellor of the Duchy of Lancaster said the preparations
for the Plan for Change had begun shortly after the Government
was elected and reflected the need for Government to focus on a
long-term plan for the country, tackling the real challenges
people face, and to deliver change in the way the state works.
The Chancellor said the second stage of the Spending Review would
build on the Plan for Change and focus on delivery and reform to
deliver the public services the public expects, whilst living
within the spending envelope that has been set out.
