...One suggestion I would make, and I would appreciate some reflections from the Minister on this, is what I would like to see is the Government look at the proportions that each sector pays into NDR and assess whether some are paying too little or too much. So, for example, we talk a lot about term centre regeneration. That's always going to be a challenge while this system exists, but an added challenge comes from out-of-town shopping centres and supermarkets, to pick on just two examples. So, should we now be reviewing the rates that sectors pay, so that, for example, supermarkets pay more into the system in order to then lower the amount that a sector like hospitality would pay into the system? At the same time we do that, I would also argue that we need to also address the imbalance between brick and mortar businesses and those ones that operate online. So, some reflections on that would also be welcome....
