Apart from being dangerously vague, “more than a minor” hindrance is not serious disruption by any stretch of the imagination. More than a minor hindrance, as suggested by the Government, is having to cross to the other side of the road because someone is protesting on the pavement. It is a Deliveroo takeaway arriving 15 minutes later than someone would like. Those things might be annoying, but they are not serious disruption and they certainly do not warrant arrest...
