The union that represents chief executives in local government
has today submitted its pay claim for April 2022 onwards.
Consistent with its approach in previous years, the Association
of Local Authority Chief Executives and Senior Managers (ALACE)
is seeking a pay increase for April 2022 that matches whatever is
implemented for the generality of staff covered by the National
Joint Council for Local Government Services. ALACE has proposed
that equality of treatment should be delivered through “a direct
and immutable link” with the increase for spinal column points 25
to 43 of the NJC and that this should apply for a minimum of five
years.
Tracey Lee, Chair of ALACE, said “Our proposed approach does not
represent a fundamental shift – ALACE has consistently called for
equality of treatment with the generality of local government
staff. The Employers need to demonstrate that the positive
comments they have made about the contribution of local
government chief executives are reflected in how they value their
most senior staff.”

discussions about the 2021 pay increase, the Employers
acknowledged that affordability was not “a major consideration in
deciding what offer to make to Chief Executives”. Whatever pay
increase is agreed will represent a small proportion of the total
pay bill. ALACE is seeking comparable treatment for chief
executives not with other parts of the public sector, but with
the colleagues in their councils with whom they work on a daily
basis.”

The Association of Local Authority Chief Executives and Senior
Managers represents only the most senior managers in principal
authorities and other local government bodies, such as combined
authorities, National Park authorities and offices of Police and
Crime Commissioners, across the British Isles.
ALACE is the staff side of the Joint Negotiating Committee for
Chief Executives of Local Authorities. There are separate
arrangements for negotiating local government pay for council
staff in Scotland.
