Public transport inquiry: would the further devolution of transport policy and powers lead to improved services?

On Tuesday 26 April 2022, the Lords Built Environment Committee will take evidence on the governance of transport strategy and delivery in local government, including the approach, priorities and funding of urban transport authorities and sub-national transport bodies.

This evidence session, which is open to the public, will be held in Committee Room 4 of the House of Lords and streamed live on Parliament TV.

At 10am, the Committee will hear from:

• Jonathan Bray, Director, Urban Transport Group
• Martin Tugwell, Chief Executive, Transport for the North.

Questions the Committee is likely to ask include:

• Are local authorities well equipped with appropriate funding and powers to deliver high-quality public transport services?
• Will current Government policy initiatives, such as Great British Railways and the National Bus Strategy, improve the provision of transport across local authorities in urban areas?
• How does the way funding is allocated affect the delivery of public transport services? How could this be improved?
• Local transport governance varies across regions and authorities. Is there scope for having a more clearly defined, less complex transport governance system across England?
• Could better policy coordination between central and local government improve public transport outcomes?
