Lord Paddick (LD):...The Metropolitan Police has national responsibility for such important issues as the security of the Royal Family and protection of government Ministers, and for terrorism. That is why the Commissioner and the Deputy Commissioner are in law appointed by the Home Secretary, having regard to the views of the Mayor of London. Even if the Government insist that responsibility lies with the Mayor of London, their inability to take direct action is the result of the system of Police and Crime Commissioners  which includes elected mayors, that the Conservative Government introduced. So which is it? If the Government can directly intervene, why will they not, and if they cannot, when are they going to change the system of Police and Crime Commissioners so that they can?
