Baroness Hayman of Ullock (Lab):...As the noble Lord, Lord Tope,
reminded us, idling is an offence in law, but there are clearly
issues around enforcement and penalties. My noble friend Lord
Whitty talked about the difficulties that Westminster Council is
having, for example, and this was mentioned by other noble Lords.

amendments, focusing on things the Government can do to act quickly
