To contact the Green Book user network and to hear more about user events and upcoming training events, please email GreenBookNetwork@hmtreasury.gov.uk A Green Book page for practitioners with further materials and support is available. The Green Book is the government’s guidance on options appraisal and applies to all proposals that concern public spending, taxation, changes to regulations, and changes to the use of existing public assets and resources. It supports the design and appraisal of proposals that both achieve government policy objectives and deliver social value. The Green Book supports the 5 case model, which is the government’s recommended framework for developing business cases. It is also supported by supplementary guidance that addresses appraisal issues relevant to specific policies. A new Green Book user network has been established, which organises regular events to support the sharing of expertise and development of a wider community of practice. The Green Book sets out the broad framework for the appraisal and evaluation of all policies, programmes and projects. The supplementary and Departmental guidance contains more detailed guidance on specific issues and applying the Green Book in particular contexts. The Green Book guidance was reviewed in 2020, along with current appraisal practice, in response to concerns that it may have contained inbuilt bias against certain areas of the UK. The updated Green Book has been extended, clarified, and strengthened as a result of this review, and the final report on the review itself is now available.
