the Minister for Crime and Policing made when responding to a
Westminster Hall debate on this question. On concerns about the
right to roam being threatened, he said the measures will not
affect anyone who wants to enjoy the countryside for leisure
purposes, but many organisations, such as the Ramblers Association
and CPRE the Countryside Charity, are
concerned that although the Government might not intend to capture
others enjoying the countryside, they could still do so. The
legislation is so open to interpretation that it could easily be
applied to anyone with a vehicle. For example, how do the
Government propose to ensure that the police distinguish between a
modified Transit van or Volkswagen camper used at the weekends and
one that is lived in? How will they distinguish between a family
going on a caravan holiday and a Gypsy or Traveller family with an
identical caravan before stopping them and seizing their property
because the police suspect that they might stop somewhere they do
not have permission to do so?
