This week Housing Secretary will unveil a radical shake up to the planning
system – an outdated system that has been in place since 1947
and has over time become a barrier to building the homes that
families need.

The proposals will set out a clearer system that cuts out
red tape while ensuring communities have a genuine say in
plans.

This new streamlined system will make sure homes are
built quicker – along with the vital infrastructure communities
need like schools, GP surgeries and precious green and open
spaces.

Under the new process, through democratic local
agreement, land will be designated in one of three categories –
for growth, for renewal or for protection:
Land designated for growth will empower development - new
homes, hospitals, schools, shops and offices will be allowed
automatically.
Renewal areas will enable much quicker development with a
'permission in principle' approach to balance speed while
ensuring appropriate checks are carried out.
And protected land such as our Green Belt and Areas of
Outstanding National Beauty will continue to be protected and
passed on to the next generation.

The reformed system places a higher regard on quality and
design, drawing inspiration from the idea of design codes and
pattern books that built Bath, Belgravia and Bournville.

We will build environmentally friendly homes that will
not need to be expensively retrofitted in the future, homes
with green spaces and new parks at close hand, and where tree
lined streets are provided for in law.

The new system will move away from notices on lampposts
to an interactive and accessible map-based online system –
placing planning at the fingertips of people and helping
residents to be engaged over what happens in their
areas.
Housing Secretary Rt Hon MP said:
“For too long home ownership has remained out of reach for
too many, as a complex and outdated planning system has failed to
keep up with the needs of our country.
“I am completely overhauling the system so we can build
more good quality, attractive and affordable homes faster – and
more young families can finally have the key to their own
home.”
