Inspectors say there are continued "avoidable" extreme lock-up troubles at YOIs

Inspectors from HM Inspectorate of Prisons have published a report expressing concern that most children in two young offender institutions (YOIs) were still locked up for most of the day after four months of COVID-19 restrictions.
