Lord Cormack (Con): My Lords, does my noble friend agree that
simple measures could be taken in the short term which would do a
great deal to enhance the reputation of Parliament? Committees of
both Houses could meet around the country on a regular basis. That
has been done in the past and should be developed. Baroness
Chisholm of Owlpen (Con): I agree with my noble friend; that is a
