Dr Rupa Huq (Ealing Central and Acton) (Lab):...I wanted to
congratulate the Secretary of State on one thing that caught my eye
in both the Queen’s Speech and last year’s Environment Bill: the
biodiversity net gain mandated for planning authorities when making
their decisions. That has not yet taken effect. Ealing
Council has a meeting of its planning committee tonight. Will
she encourage me by making a new year’s resolution of ensuring that
