Tony Lloyd (Rochdale) (Lab):...These are really important issues,
and they would be important even in an annual budget. If this was
the budget for a large local authority—the Greater Manchester
Combined Authority budget or that of the London Mayor are, I
suppose, equivalent to the budget of Northern Ireland—we would be
astonished if we did not have the capacity to scrutinise it. I say
