committed under the UN climate convention to be more ambitious than
developing nations, and we need to lead by example. Greater Manchester Combined Authority is a
good example. We need change in all sorts of areas—energy
production, transport, green infrastructure, housing—and the
authority has just published a draft plan for homes and the
environment. A key aim is that all new buildings and other
infrastructure be net zero carbon by 2028. It is an important step
towards its pledge to become a carbon neutral area by 2038, which I
