Lords to hold Gambling Industry Committee inquiry follow-up evidence sessions

On Wednesday 17 June 2026 the House of Lords Liaison Committee will hold three one-off evidence sessions to follow-up on the recommendations of the Gambling Industry Committee's 2020 report, Gambling HarmTime for Action'. The follow-up inquiry will focus on gambling advertising, marketing and sponsorship and how they are regulated.

The Government's response to the report was received in December 2020 and the report was debated in the House in April 2022.

These evidence sessions, which are open to the public, will be held in Committee Room 3 and streamed live and on demand on Parliament TV.

At 10am, the committee will hear from:

• James Grimes, Director of Chapter One at Gambling with Lives
• Will Prochaska, Director of the Coalition to End Gambling Ads
• Dr Raffaello Rossi, Senior Lecturer in Marketing at the University of Bristol Business School.

At 11am, the committee will hear from:

• Grainne Hurst, Chief Executive Officer of the Betting and Gaming Council (BGC)
• Vaughan Lewis, Founder and Managing Director at Teise Advisory and Consultant on the Illegal Market at the BGC
• Dan Waugh, Partner at Regulus Partners.

At 12pm, the committee will hear from:

• Baroness Twycross, Minister for Museums, Heritage and Gambling at the Department for Culture, Media and Sport (DCMS)
• Sarah Fox, Deputy Director for Gambling and Lotteries at DCMS
• Sarah Gardner, Acting Chief Executive Officer of the Gambling Commission.

Topics likely to be covered in these sessions include:

• How gambling advertising has developed and how under-18s are being exposed to this advertising since the committee reported in 2020.
• The links between gambling advertising and gambling by under-18s and problem gambling amongst adults.
• Who or what is responsible for the estimated 1.4 million adults in Great Britain suffering severe problem gambling.
• Whether the current rules governing gambling advertising are working effectively and whether they stop children from being put at risk.

The following cross-party members of the former committee will participate in the follow-up inquiry alongside Liaison Committee members:

2. Lord Filkin
3. Lord Foster of Bath
4. Lord Smith of Hindhead, who is also a member of the Liaison Committee.

The Liaison Committee will use the evidence it gathers in these evidence sessions to produce a follow-up report which will be sent to the Government.
