FCDO to give evidence on Ukraine International Claims Commission

Tomorrow, the House of Lords International Agreements Committee will be holding its second evidence session as part of its scrutiny of the Council of Europe Convention on the Establishment of an International Claims Commission for Ukraine. 

Giving evidence will be: 

• Sophie Guelff, Director, Ukraine Campaign, Foreign, Commonwealth and Development Office 

Topics the session is likely to include are: 

• Ratification process and timings, and whether the Government intends for the UK to secure membership of the Council of the Claims Commission by being amongst the first nine states to ratify; 

• Jurisdiction and scope of the Claims Commission; 

• Enforceability and funding for the  forthcoming Compensation Fund, including the role that could be played by frozen Russian state assets; 

• The role of the UK, including financial contribution and expenditure. 

The session will take place on Tuesday 2 June 2026 at 3pm and can be followed live on Parliament TV.
