This report presents findings from a process evaluation of Combating Drugs Partnerships (CDPs), which were established to support local delivery of the national drug strategy through a whole system approach. The evaluation explores how CDPs have been set up and how they operate, including partnership structures, leadership, governance, funding, data sharing and approaches to monitoring outcomes.

Drawing on a survey of CDPs, in‑depth case studies, interviews with local and national stakeholders, participatory systems mapping and lived experience perspectives, the report identifies common approaches, enablers and challenges. It highlights variation in how CDPs prioritise activity, the importance of pre‑existing relationships and leadership, and the practical barriers to effective multi agency working. The findings provide learning to inform future policy development and support improvements in local and national delivery.
