MS, Cabinet Secretary for
Education: I am pleased to provide an update to Members on the
progress made in finalising detail relating to the new 14 to 16
Learner Entitlement Indicators Framework.
The Learner Entitlement Indicators Framework outlines what the
Welsh Government will routinely publish about each school and
what information we are asking schools to make available.
This supports our aim of providing a more complete, balanced and
transparent view of learners' experiences and outcomes that
directly reflect the 14 to 16 Learner Entitlement.
Our approach supports the ambitions of Curriculum for Wales and
aligns with our information ecosystem principles that underpin
the use of data and information.
We have worked closely with partners across the education sector
to develop the Framework. Through open discussions and
constructive engagement, the design of the new 14 to 16
indicators - and our approach to reporting - promotes
transparency while guarding against unintended negative effects
on learners and schools.
Details of the design of the new 14 to 16 indicators and
reporting arrangements are now on our Hwb website. We
have confirmed features such as a definition of the cohort being
used, the specific range of qualifications being included in our
reports, and how we plan to present these on our public platform.
We will move to these new arrangements for the first time when
reporting on the summer 2027 outcomes, corresponding with the
first cohort of 14 to 16 learners to complete Year 11 under the
Curriculum for Wales.
We are designing and developing new digital tools and systems to
support the reporting and use of data. This includes a refreshed
My Local School public facing platform, as well as reporting
facilities that will strengthen the use of data by schools and
local authorities in their self-evaluation and improvement
activity.
We will ensure that schools and stakeholders are supported as we
proceed with the implementation of the new reporting arrangements
and that training and guidance is provided on the new systems.
