Chief Secretary to the Treasury (): In addition to changes in
devolved government funding at Supplementary Estimates 2025-26,
and in line with the Statement of Funding Policy, the Welsh
Government has chosen to draw down £285.901 million in Resource
DEL (excluding depreciation), £53.395 million in Capital DEL
(General) and £10.704 million in Capital DEL (Financial
Transactions) from the Wales Reserve in 2025-26. This is in line
with the funding arrangements set out in the Welsh Government's
Fiscal Framework.
There have been further changes to devolved government funding
due to the application of the Barnett formula which were
processed after the finalisation of Supplementary Estimates
2025-26. In 2025-26, these have resulted in changes of:
- -£0.208 million Resource DEL (excluding depreciation) and
£2.890 million Capital DEL (General) for the Welsh Government
- -£0.344 million Resource DEL (excluding depreciation) and
£0.188 million Capital DEL (General) for the Scottish Government
- -£0.468 million Capital DEL (General) and -£0.921 million
Capital DEL (Financial Transactions) for the Northern Ireland
Executive in 2025-26.
The Northern Ireland Executive will also carry forward an
increase of £0.078 million Capital DEL (General) and defer a
-£0.145 million Resource DEL (excluding depreciation) reduction
to 2026-27.
The Welsh Government will also return £11.790 million Resource
DEL (excluding depreciation).
