Lords inquiry on regulation and growth concludes by hearing from HM Treasury

The House of Lords Industry and Regulators Committee concludes its inquiry into the relationship between regulators and economic growth by hearing from Lord Livermore, Financial Secretary, HM Treasury.

The session will begin at 10.30am on Tuesday 17 March 2026 and can be followed live or afterwards on Parliament TV or in person in Committee Room 3, Palace of Westminster.

Also giving evidence will be Jessica Glover, Director General, growth and productivity, HM Treasury.

Members are expected to ask questions on: 

• how the Action Plan on regulation will lead to GDP growth;

• the division of responsibility between the Department for Business and Trade and the Treasury;

• mechanisms in place to hold regulators to account in achieving the actions in the Action Plan, and the consequences for regulators that fail to meet expectations on growth;

• tracking progress against the target to reduce the administrative burden of regulation by 25%;

• how regulators can be less risk averse;

• the Treasury's role in monitoring and preparing for any economic consequences of taking more risk.
