Liverpool City Region Combined Authority has appointed to two key leadership roles following a rigorous national recruitment process. Andy King has been appointed Director of Clean Energy and Net Zero. He will be responsible for driving forward and providing high-quality leadership for the clean energy and net zero agenda. The role will include leading the development of the Mersey Tidal Power Project through the development consent order submission and final business case. Andy will also be the clean energy lead for the Combined Authority, working closely with senior civil servants and private sector stakeholders to secure clean energy solutions for the City Region as part of the pathway to net zero. Andy brings over 30 years' experience in clean energy, infrastructure engineering and environmental planning. He joins from Sweco UK, described as Europe's leading design, engineering, environment and regulatory consultancy. At Sweco UK, Andy served as UK Board member and Division Manager for the Energy, Water & Environment business. In this role, he directed a £40m division, employing 400 multi-disciplinary engineers and consultants. Under his leadership, the team has been at the forefront of the UK's clean energy transition, delivering engineering and environmental services for over 4GW of UK onshore wind capacity and other energy projects across solar, district heating, battery energy storage systems, bioenergy and transmission projects. Throughout his career, Andy has had a strong focus on major infrastructure schemes through planning, design, major civil engineering and construction, across public and private sectors. His expertise spans energy, water, nuclear, oil and gas, waste, and manufacturing sectors, in all of which he has formed strategic partnerships and led multidisciplinary teams. I have spent my entire career working to accelerate the green transition because I believe it's our collective responsibility to ensure a more sustainable future for generations to come. “I look forward to working on this vital agenda with the brilliant team and all stakeholders to turn that vision into reality.” Lorna Rogers has been appointed as Director of Transformation and Digital. Lorna has almost 30 years' experience in both public and private sectors and is a prominent UK leader in major programme delivery. She has worked for the Combined Authority since 2018, joining as Head of Mayoral Programme Delivery before being promoted to Assistant Director of Delivery and Assurance and then moving into the role of Interim Director of Digital and Transformation. Lorna is passionate about driving positive change for our communities, business investments and society. She has driven organisation-wide transformation projects, led the Digital, IT, AI and Delivery and Assurance teams and designed and delivered the Liverpool City Region Digital Inclusion programme to ensure no borough is left behind in the digital age. She created the award-winning £30m LCR Connect full fibre programme and pioneered the establishment of the UK's first Race Equality Hub, addressing racism in employment and business, enhancing accessibility to employment, and giving a voice to under-represented Black, Asian, and Minority Ethnic groups. A proud native of the Liverpool City Region, Lorna is dedicated to civic leadership and improving the quality of life for all residents, fostering positive change and growth for the region socially and economically. Lorna said: “It's a privilege to be appointed to this role and I'm really excited to take forward the organisation's digital and transformation agenda at a critical moment for our region. My focus will be on modernising our business systems so we can work more efficiently, support the delivery of the Growth Plan, and better serve our communities. “As we build our capability in data and AI, I'm committed to an ‘AI for good' approach – using technology responsibly, ethically and transparently to improve outcomes for people, place and the public sector workforce.” Welcoming Andy's appointment, Cllr Anthony Burns, Liverpool City Region Combined Authority Cabinet Member for Net Zero, said: “Andy's appointment marks a major step forward in our drive to deliver clean, secure and affordable energy for the Liverpool City Region. His depth of experience across the clean energy and infrastructure sectors will be invaluable as we accelerate our transition to net zero. “From leading the development of Mersey Tidal Power to shaping the partnerships that will define our low‑carbon future, Andy will play a pivotal role in turning our long‑term ambitions into real‑world impact. We are delighted to welcome him to the team at this crucial moment for the City Region.” Welcoming Lorna's appointment, Cllr Liam Robinson, Liverpool City Region Combined Authority Cabinet Member for Innovation said: “Lorna is an outstanding public servant with a wealth of experience and an incredible track record in driving transformation and digital innovation, major programmes and championing equality and inclusion.
