Homes England has today announced two new executive leadership
appointments, bringing extensive experience and trusted
leadership to the agency as it enters a pivotal year for delivery
in local communities across the country.
The appointments will contribute to a refreshed Executive
Leadership Team (ELT), designed to ensure the agency is
well-positioned to deliver at pace, support partners and
establish the foundations for the National Housing Bank, helping
to create more homes and thriving places across England.
Alison Crofton, currently Chief Property Officer, has been
appointed Chief Regional Delivery Officer. In this role, Alison
will lead delivery across the agency's five regions, alongside
the National Technical Capacity and Coordination Hub, helping to
drive locally led delivery, supported by strong national
capability.
, currently Deputy Chief Risk
Officer, has been promoted to Chief Risk Officer and will
continue to lead the agency's risk directorate, strengthening the
agency's approach to risk management at a critical time for
housing delivery.
Both will start their new roles on 1 March. The appointment of a
new Chief Financial Officer will also be made before 1 April.

Alison Crofton
Alison joined Homes England in 2020 and leads the Land and
Development directorate, driving the agency's mission to get
high-quality homes built in the places that need them most. Her
teams focus on unlocking public and private land where the market
cannot, removing barriers, securing planning permission and
preparing sites so they are ready for development.
Alison is a Member of the Institute of Building and a Chartered
Environmentalist with the Society for the Environment, bringing
more than 20 years' experience delivering major housing and
mixed-use schemes while working for some of the UK's largest
housebuilders. Alongside her role as Chief Property Officer,
Alison sits on the Boards of the English Cities Fund and the
Future Homes Hub, and serves as an observing member of the New
Homes Quality Board.
Paul began his career as an International Manager with the
Hongkong and Shanghai Banking Corporation in 1991 and spent 27
years in banking across a range of countries and institutions.
Much of his career focused on risk management, particularly the
management of credit and financial risks.
Paul joined Homes England in 2019 as Deputy Chief Risk Officer
and has since played a key role in establishing the agency's
current risk infrastructure and processes.
