Independent Review of the Process for Determining Electoral Boundaries in Scotland

Minster for Parliamentary Business Graeme Dey has welcomed the publication of an independent review of how electoral boundaries are approved. The review was commissioned by the Scottish Government and carried out by Andrew Kerr OBE, former Chief Executive and Returning Officer for the City of Edinburgh Council.

Mr Dey said:

“I would like to thank Mr Kerr for undertaking this important work and I welcome the Review's extensive engagement with the public and key stakeholders, including the Scottish Parliament and Boundaries Scotland.

“This Report provides a clear framework for possible changes to Scotland's boundary review processes. Any changes to how electoral boundaries are approved must command cross-party consensus. These are fundamental matters that affect the democratic representation of communities across Scotland, and it is essential that all parties work together constructively to find the right way forward.

“Given the short time left in this Parliamentary session, it will be for the next Parliament to scrutinise Mr Kerr's report and implement any legislative changes that may flow from it. This will allow sufficient time for thorough consideration of the recommendations and ensure that any reforms have the broad support they require.”
