Fifty per cent name immigration as an important issue
for Britain.

The economy and NHS remain the second- and
third-biggest issues, mentioned by 35% and 25%
respectively.

Concern about crime and taxation has risen five points
since last month.
The November 2025 Ipsos Issues Index reveals that immigration
remains the biggest issue facing the country. Fifty per cent of
the public see it as a concern, an increase of three points since
October. Three in ten (30%) also name it as the single biggest
issue facing the country, far ahead of the economy on 18%.
Concern about immigration continues to be highest among Reform UK
(89%) and Conservative (59%) supporters, those aged 55+ (59%) and
people in social grades C2DE (55%). But it is also mentioned as a
worry by a quarter of Labour supporters (25%) and is the biggest
issue for 18-34 year olds (39%) as well as those in social grades
ABC1 (46%).
The other issues making up the top five concerns for Britain
remain the same this month. Concern about the economy and the NHS
remains relatively unchanged since October, mentioned by 35% and
25% respectively. They are followed by inflation (22%) and lack
of faith in politics/politicians (15%).
Elsewhere in the ranking, concern about crime has risen by five
points since October, mentioned by 14%. Ahead of the Budget later
this month, concern about taxation has also risen five points to
12%.
Mike Clemence, Research Director at Ipsos said:
“Immigration continues to dominate public discussion of the
key issues facing Britain. While it is a particular concern for
Reform UK and Conservative Party supporters, it is also the
biggest issue this month for a wider range of demographic groups
including 18-34 year olds and those in social grades ABC1”

aged 18+ across Great Britain. Ipsos' telephone omnibus was
