Lords Finance Bill Sub-Committee to hear evidence tax policy making principles

On Monday 10 November 2025 the House of Lords Economic Affairs Finance Bill Sub-Committee will take evidence from two panels of witnesses about tax analysis and tax policy making principles.

At 4pm the sub-committee will hear evidence from:

• Dr Andy Summers, Director, Centre for the Analysis of Taxation (CenTax).

The first session will primarily focus on the analysis done by CenTax on the impact of the proposed reforms to agricultural and business property reliefs.

At 4.30pm the sub-committee will hear evidence from:

• Malcolm Gammie KC, Barrister, One Essex Court.

The second session will focus on how tax policy is developed by Government, including how consultation is approached. There will be a particular focus on the Government's new tax policy making principles, contrasted with its previous tax consultation framework.
