Following the government's publication of the new
Carbon Budget Delivery Plan covering Carbon Budgets 4 to 6,
the Chair of the cross-party Environmental Audit Committee has
posed questions about how the government will deliver this
decarbonisation whilst protecting UK jobs and industry.
Chair of the Environmental Audit Committee, MP, said:
“I welcome the publication of this updated plan that spells out
more around how the government intend to deliver on the UK's
legally binding emissions targets. This is a critical step in
reassuring the public that their representatives have a clear and
credible plan to bring down emissions and safeguard our
environment.
A key question is how this plan will make a solid contribution to
reducing emissions on home soil, without outsourcing the problem
to other countries. Reducing emissions in highly-polluting
sectors must not result in those industries being shuttered
completely and the emissions simply outsourced abroad. The
government's plans need to rest on solid foundations and
meaningful commitments.
My committee will scrutinise this plan in detail, and I look
forward to hearing more on these plans from the Secretary of
State when he next appears before us.”

Under the Climate Change Act, the Government is required to set
Carbon Budgets capping how much the UK can emit over five-year
periods, and to set out how this will be delivered. The High
Court ruled the previous delivery plan unlawful as it did not
provide enough evidence to demonstrate how the UK would meet
emissions targets.
