PAC Chair’s Annual Report 2025: Sir Geoffrey Clifton-Brown publishes first overview of govt policy delivery

Sir Geoffrey Clifton-Brown MP today publishes his Public Accounts Committee (PAC) Chair's Annual Report - his first as PAC Chair.

The report sets out the Chair's own views on the challenges and opportunities across Whitehall on an annual basis.

The report is structured around five themes and key topics which are repeated across PAC inquiries:

• Digital transformation and artificial intelligence;
• Backlogs, delays and declining quality in public services;
• Long-term public sector financial sustainability, incl. the NHS and local government;
• The management of major government projects; and
• Building resilience against critical risks.

The report is underpinned by the cross-party Committee's scrutiny work, and informed by Sir Geoffrey's eight years' service on the PAC - both as Chair and formerly Deputy Chair since 2017.
