At Autumn Budget 2024, the government published the ‘Transforming Business Rates Discussion Paper' identifying areas of interest for reform and inviting industry to co-design a fairer system.

This report summarises the findings of the engagement and written responses to the Discussion Paper since its publication and the government's response, setting out the key areas for reform to remove barriers to investment.
