To ensure that this Halloween is fun and safe Justice Minister
   is reminding the public to get a
  licence to use fireworks.
  It is an offence in Northern Ireland to buy or be in possession
  of fireworks without one. In addition, fireworks bought from
  illegal sources may not be safe and may result in prosecution.
  Applications for Halloween must be received by the Department of
  Justice by 17 October 2025.
  The Minister said: “While most events pass off
  without incident each year there are a number of casualties as a
  result of using fireworks incorrectly. That's why I am urging
  people to be responsible and ensure that this Halloween is safe
  for everyone.
  “Fireworks aren't toys - they are explosives - so make
  sure they are used in open spaces away from buildings, costumes
  and crowds. Ensure children are supervised at all times so that
  no one suffers unnecessary injuries. It is best to store
  fireworks in their packaging until being used and follow the
  firework safety code.
  “If you are planning to use fireworks this Halloween
  remember you must comply with the law and apply for a
  licence.”
  Fireworks must be purchased from a retailer who has been
  registered by the Department of Justice. Licence applications and
  a list of registered firework retailers are available from

  Helpline  on 0300 200 7881.
  
  The Minister urged people to be mindful of the whole community
  during Halloween including the elderly and pets. She
  said: “Please also think of the impact that
  fireworks can have on your neighbours and in particular on
  animals, including pets. Low-noise fireworks are available and
  making a simple change could help make Halloween more enjoyable
  for your neighbours and reduce the distress to
  animals.”

  4. The Explosive (Fireworks) Regulations (Northern Ireland) 2002
  came into operation in May 2002 and made it compulsory for anyone
  wishing to purchase, possess and use fireworks to obtain a
  licence.
  5. The licence fee where there are less than 100 spectators is
  £30 and increases incrementally, depending on the number of
  spectators. The fireworks listed on your licence are the only
  fireworks that you can purchase. If you require alternative or
  additional fireworks, you must contact the Department's Firearms
  and Explosives Branch to have your licence amended before making
  the purchase.
