The House of Lords Communications and Digital Committee will next
week take evidence on Ofcom's additional consultation on its
Codes of Practice under the Online Safety Act.
The session is one of two public evidence sessions the Committee
will hold on the consultation as part of its work to scrutinise
theimplementation and effectiveness of the Online Safety Act.
The evidence session with academics and experts on online safety
will start at 2:30pm on Tuesday 9 September. Giving evidence to
the Committee will be:
- Dr Beatriz Kira, Assistant Professor in Law at University of
Sussex
- Dr Bernard Keenan, Lecturer in Law at University College
London
- Dan Sexton, Chief Technology Officer at Internet Watch

Areas the session will cover include:
- The risks and benefits of using proactive technologies for
content moderation, including hash-matching to detect terrorism
and intimate image abuse, and how tech platforms can be made to
use them.
- The proposed changes to recommender systems and how to
achieve the right balance between supressing illegal content and
protecting free speech online.
- The proposed approach to ing moderation and whether Ofcom's
desire for platforms to use human moderation for livestreams is
realistic.
- Gaps that remain in tackling the spread of illegal content
online and how Ofcom can keep pace with developments in online
harms and technologies.
