The House of Lords Industry and Regulators Committee continues
its inquiry into the Building Safety Regulator (BSR) by hearing
from building control and safety standard experts.
The session will run from 10am on
Tuesday 2 September and can be followed live or
afterwards on Parliament
TV or in person in Committee Room 2, Palace
of Westminster.
At 10am, the Committee will hear from:
- Lorna Stimpson,
Chief Executive, Local Authority Building Control;
- Darren Ettles,
Secretary, Association of Building Control Approvers.
At 11:15am, the Committee will hear from:
- Graham Russell MBE,
Chief Executive Officer, Office for Product and Safety
Standards;
- Duncan Johnson,
Deputy Director for Construction Products, Office for Product
and Safety Standard.
Members are expected to ask questions on:
- recent reforms to the BSR announced by the Government in June
2025;
- the impact of delays on the delivery of new high-rise
buildings and the maintenance and remediation of existing
high-rise buildings caused by the BSR's new regulatory
framework;
- communication, engagement and feedback provided by the
BSR;
- the quality of building control applications by developers,
both within and outside of the BSR's remit;
- efficiencies that can be made to the gateway process without
impacting on safety;
- BSR resources and if it has access to the skilled staff
necessary to carry out multidisciplinary assessments of
safety;
- how the BSR's work relates to the regulation of construction
products.
