The Low Carbon Contracts Company and the Electricity Settlement
Company are government companies established in 2014 to help
deliver Contracts for Difference and the Capacity Market.
Tony Bickerstaff has been appointed as Chair of the Low Carbon
Contracts Company (LCCC) and the Electricity
Settlements Company (ESC).
Tony has held several executive and non-executive roles, with a
significant focus on infrastructure investment and low-carbon
energy generation.
He currently serves as a Non-Executive Director and Chair of the
Audit and Risk Committee for Pantheon Infrastructure plc, a
FTSE250 listed investment company with a global infrastructure
portfolio and portfolio and Anglian Water, the largest water and
recycling company in England and Wales by geographic area.
Previously he has also served as:
- Chief Financial Officer for Cadent Gas Ltd (2022 to 2025)
- Chief Financial Officer for Costain PLC (2006 to 2020)
- Non-Executive Director and Chair of the Audit Committee for
Wincanton plc
From 2014 to 2020, he served on the LCCC and ESC boards as a
Non-Executive Director and Chair of the Audit and Risk
Committee.
He is a Fellow of the Association of Chartered Certified
Accountants (ACCA).
This appointment has been made in accordance with guidance issued
by the Commissioner for Public Appointments.
The schemes administered by the LCCC and ESC are designed to
incentivise the investment required in our national
infrastructure to transition our economy to net zero, while
minimising costs to consumers.
