Our joint plan was published on 17 July 2025, alongside
government's separate, wider update to the Remediation Acceleration
Plan.
Under the joint plan, social landlords, regulators and government
commit to work together to accelerate remediation of 11m+ social
buildings in England that have unsafe cladding, so that residents
feel safe in their homes sooner and experience less disruption
before, during and after remedial works.
The joint plan includes 22 actions that will help us to achieve 3
objectives:
- fix buildings
- find all unsafe buildings requiring remedial works
- support residents
In the joint plan, government and social landlords committed to
the target dates for remediation set out in the
wider Remediation Acceleration
Plan:
By the end of 2029, every 18m+ residential building in a
government funded scheme will be remediated.
By the end of 2029, every 11m+ building with unsafe
cladding will either have been remediated, have a date for
completion, or its landlords will be liable for
penalties.
At the heart of the joint plan is a commitment by government to
invest over £1 billion to give social landlords the same access
to government remediation schemes as private building owners. To
deliver this, we have today published revised Cladding Safety Scheme
(CSS) guidelines. The new guidelines are now in effect, and
social landlords are encouraged to engage with Homes England.
Government has invited social landlords with one or more 11m+
buildings in their portfolios to sign the joint plan.
