2024, section 20 of the Social Partnership and Public Procurement
(Wales) Act 2023 came into force. This amended the wording of the
A Prosperous Wales well-being goal, changing the words ‘decent
work' to ‘fair work'. As a result, under section 10(5) of the
Well-being of Future Generations (Wales) Act 2015 (“the Act”),
Welsh Ministers must review the national well-being indicators
and milestones to ensure they remain appropriate. This review has
been completed.
The review concluded that there is a high degree of overlap
between the concepts of decent work and fair work. Changes and
additions were made to the national well-being indicators in 2021
in response to the recommendations of the Fair Work Commission
and the subsequent introduction of the national milestones also
included fair work. As a result, no further changes are
considered necessary to the national indicators and milestones
due to the change to the A Prosperous Wales well-being goal.
Under section 10(7) of the Act, Welsh Ministers may at any time
review and revise the national indicators and milestones. The Act
is not prescriptive about when such a review should take place.
However, in future, it is proposed that a review will take place
during the 12 months after a Senedd election. The timing of this
review will align with the frequency of the publication of the
Future Trends Report.
