How can we ensure the successful long-term stewardship and legacy of a new town once the development body has ceased operation? Peers to ask witnesses

At 10.45am on Tuesday 8 July 2025, the House of Lords Built Environment Committee will hear evidence from:

• Paul Thomas, Director of Planning and Placemaking, Milton Keynes City Council
• Tom Chance, Chief Executive, Community Land Trust Network
• Dr Hugh Ellis, Director of Policy, Town and Country Planning Association (TCPA).

This session, which is open to the public, is part of the committee's inquiry on new towns and expanded settlements. It will be held in Committee Room 2 of the House of Lords and streamed live on Parliament TV.

This session will focus on the long-term stewardship and legacy of new towns and expanded settlements.  Questions the committee is likely to ask include:

• How to work with key stakeholders, both now and in the long term, to mitigate risk and ensure they continue to engage effectively with the program.
• How we can anticipate and plan for the needs and preferences of future generations.
• The purposes for which this new generation of new towns should be built, and how to ensure this purpose is fulfilled to leave a clear and successful legacy.
