Policing and the rule of law: Lords committee to quiz witnesses

Tomorrow the House of Lords Constitution Committee will be hearing evidence on policing and the rule of law, as part of its current inquiry.  

The session will take place at 10:30am on Wednesday 25 June 2025 and can be followed live on Parliament TV.     

Giving evidence will be: 

• Chris Nelson, Police and Crime Commissioner for the Gloucestershire Constabulary  

• Serena Kennedy, Chief Constable for Merseyside Police 

Questions the committee is likely to ask include:     

• What role do the police play in creating and maintaining a culture of respect for the rule of law? 

• To what extent does the public have trust and confidence in the police to enforce the law and how can this be improved? 

• Should the police place greater focus on tackling the most visible crimes in order to instil greater confidence in the rule of law? 

• How valid are perceptions of bias and discrimination in policing, and do these perceptions have an impact on the rule of law? 

• How can the adoption of new technologies aid the police in upholding the law? 

• How should the police adopt new technologies in a way that maintains public trust and avoids entrenching existing biases?
