MS, Cabinet Secretary for Transport and North Wales:
Regional Transport Plans (RTPs) will introduce a more strategic
approach to improving transport in each region of Wales, which is
better aligned with plans for development. They will also allow
local leaders to have a greater say in decisions about Welsh
Government transport funding.
The four Corporate Joint Committees (CJCs) representing North
Wales, Mid Wales, South East Wales and South West Wales are
making good progress in developing their RTPs. All four are now,
or soon will be, consulting the public on their proposed policies
and projects. We aim to have prioritised plans finalised by the
summer. These will include a delivery plan which sets out what is
intended to be delivered in each region over the next five years.
Our Programme for Government commits to modernise Welsh
Government's transport grants. From April 2026, we will combine
our current set of local authority transport grants into a source
of funding to deliver RTPs (this will not include grants for bus
services, which are being treated separately as part of our work
on bus franchising). Decisions about how the future funding is
spent will be taken by CJCs, based on the agreed delivery plan
for each region. This will ensure that the investment we make in
transport is adapted to the needs of each region, informed by
those who know the region best. It will also allow us to reduce
the administrative burdens local authorities face to access
funding.
I would be grateful if Members could draw the attention of
people, businesses and organisations in their areas and encourage
everyone to take the time to consider the proposals in the draft
RTPs and express their views.
