The Department for Education has tabled an amendment to the pay
and conditions measures in the Children's Wellbeing & Schools
Bill.

“This Government is determined to drive high and rising standards
for every child through our Plan for Change so that wherever they
live, families will have a good local school for their child, and
can be confident they will achieve and thrive.
“We have been clear that we will enable all schools to attract
the top teaching talent they need. Our amendment will allow the
Education Secretary to ensure that all state school teachers will
have a core pay offer that cannot fall below the minimum level,
creating a floor but no ceiling.”
Background:
- Today we tabled an amendment to the Children's Wellbeing and
Schools bill on Teacher pay and conditions.
- We are creating a floor with no ceiling by providing a core
pay offer for teachers and enabling innovation to help all
schools attract the top teaching talent.
- The amendment allows the Education Secretary to require all
teachers in academy schools and alternative provision academies
to be paid at least a minimum level of pay, which will be set in
line with the pay ranges in the School Teachers' Pay and
Conditions Document (as updated from time to time). Academies
will have to have regard to the full STPCD including conditions.
- For academy teachers their pay is dictated by their
employment contract, but the amendment allows the Education
Secretary to set a minimum pay standard for teachers in these
academies, which will replace any lower level of pay in their
contract.
- We will also remit the School Teacher Review Body to remove
the ceiling on pay. We will also remit the School Teachers'
Review Body to consider the benefit of further flexibilities for
all schools.
- The legislation will also ensure those representing academies
can submit evidence to the STRB to ensure that their views are
taken into account.
