This has been due in part to the increase in the popularity of online shopping, which has led to a large increase in the number of couriers and home delivery drivers using private roads. Van travel has grown substantially over the last 25 years, increasing by 106% to 55.5 billion vehicle miles in 2019, according to the department’s own estimates. Some of these users may be unfamiliar with how to use or operate these crossings safely.
