Government has committed to deploying carbon capture, use, and storage (CCUS) in 2 industrial clusters by the mid-2020s, then in a further 2 clusters by 2030.

This study captures feedback about the design and delivery of the Track-1 cluster sequencing process, to inform the development of the planned Track-2 process.

The evaluation was structured around 4 themes:

• design
• application
• communication
• future considerations

As part of the study 30 to 40 participants were interviewed, including:

• representatives from organisations that had submitted a bid under Track-1, whether successfully or not
• organisations who submitted an expression of interest under Track-1
• government officials and consultants contracted by HMG to support the design and delivery of Track-1

The former Department for Business, Energy and Industrial Strategy (BEIS) commissioned ICF Consulting to carry out this process evaluation of the Track-1 cluster sequencing process in August 2022.
