I do not intend to repeat what has been said by my hon. and learned Friend the Member for Edinburgh South West and others about the murders of Holly Wells and Jessica Chapman in Soham. However, the greatest risk to the public is those convicted of serious sexual offences and placed on the sex offenders register who simply change their name without going through the formalities of changing their name by deed poll...
